Okkoota slams move

Udupi:The move of the State government to hand over the 3.88 acres of land in the heart of the city, where the district government maternity and children’s hospital is located, to a private entity, has drawn flak from the Sarkari Mahila Mattu Makkala Aspatre Rakshana Okkoota and the Bharatiya Janata Party.

P.V. Bhandary, convener of the okkoota, said here on Wednesday that it was neither necessary nor transparent.

The existing district government maternity and children’s hospital was functioning well. The government should provide more facilities to its hospitals than privatising them in the name of public-private-partnership. The government had not put the memorandum of understanding signed between it and the private entity in the public domain nor had it made any effort to collect public opinion on such a major move. The private entity would have an upper hand in managing the proposed institutions. Even if the government wanted to give it to a private entity, it should have invited bids through tenders. But this had not been done at all.

In order to oppose the government’s move, the okkoota would take out a procession from Jodu Katte to the Clock Tower, where it would hold a public meeting at 4.30 p.m. on October 28, he said.

Meanwhile, speaking at a party meeting, K. Raghupati Bhat, former MLA and BJP leader, said that the party opposed the move and would show black flags to the Chief Minister Siddaramaiah, when he came to lay the foundation stone for the project here on October 30.

He said 3.88 acres of land had been donated by philanthropist late Haji Abdulla Saheb to the government about seven decades ago. It was wrong to permit a commercial super specialty hospital on that land.

He would not object if the promoter of BRS Health and Research Institute, B.R. Shetty, built these three proposed institutions and handed them to the government to run them. If Mr. Shetty would run all the three proposed institutions, then there was no guarantee that it would help the poor patients. Instead, Mr. Shetty could be given land at nearby Kolalgiri village to construct his hospitals, he said.

B.R. Shetty to develop Udupi hospital

The Cabinet has decided to hand over the children and women’s hospital, currently under the district hospital at Ajjarkad, to non-resident Indian businessman B.R. Shetty, for developing it on PPP model.

The existing hospital will be demolished and a foundation stone for a new hospital would be laid on October 30, Law and Parliamentary Affairs Minister T.B. Jayachandra told presspersons on Wednesday. In its place a 400-bed hospital will come up in one year at an estimated investment of Rs. 200 crore.

Advocates seek HC circuit bench in city

Advocates from Mangaluru, Udupi and Madikeri have reiterated their demand for a circuit bench of the Karnataka High Court at Mangaluru.

Addressing presspersons here on Thursday, president of the Mangaluru Bar Association S.P. Chengappa said setting up of the circuit bench of the High Court will make it easy for litigants from remote regions of Dakshina Kannada, Udupi, Madikeri, Chikkamagaluru and Uttara Kannada dsitricts get justice.

Because of high cost of litigation and other expenses, people of the region accept orders of the lower courts and desist from approaching the High Court, he added.

While not quantifying about the number cases filed from the region in the High Court, Mr. Chengappa said a major portion of litigations in High Court were from these five districts.

People from these districts will find it convenient to reach Mangaluru, which, he said, was an ideal location for setting up a circuit bench.

“A circuit bench here will be a lot more beneficial to litigants and also the advocates,” Mr. Chengappa said. Litigants and advocates have benefited from circuit benches in Dharwad and Kalaburagi, he said.

 

‘Jointly fight’

C.T. Joseph, the president of the Madikeri Bar Association, said they will jointly fight for setting up of the circuit bench that will benefit people at large.

The litigants find it convenient to reach out to their local advocates for filing appealing against lower court orders than going to Bengaluru.

“As we know their limitations and conditions, we will not be burdening them with litigation expenses,” he said.

Mr. Chengappa said that a memorandum had been sent by the Mangaluru, Udupi and Madikeri bar associations to the Chief Justices of the Karnataka High Court and the Supreme Court in this regard.

In a week’s time they will formulate a plan of action that will include making the State government send a proposal to the High Court of Karnataka for setting up the circuit bench in Mangaluru.

 

 

Varsity likely to add five more UG exam centres

Taking note of the increase in the number of colleges affiliated to it, Mangalore University here has proposed to have five more undergraduate (UG) examination centres to make it 115 centres from the current academic year.

However, the Syndicate, the highest decision making body of the university, will take a final call on at in its meeting on October 22, according to sources in the university.

They said 216 degree colleges, including autonomous, evening, constituent and affiliated, are now under the ambit of the university in Dakshina Kannada, Udupi and Kodagu districts. Of them, five autonomous colleges conduct examination on their own. The university will have to conduct the examination for courses in other colleges.

A.M. Khan, Registrar (Evaluation) of the university told The Hindu that the I, III and V semester examination for the current academic year will begin from October 26 and end on November 21. These examination will be only for regular students and repeaters of those three semesters. This is because the experiment of the university conducting examinations for repeaters of all semesters with regular students of odd semester examinations last year landed it in trouble. Having a chain impact, it resulted in a mix-up of results in some cases and delay in the announcement of results. Hence, the university decided to revert back to the old system from this year.

Mr. Khan said that about 90,000 students, including repeaters, are expected to appear for the UG examination in October-November. Unlike last year, this time the university will supply the answer booklets to the examination centres itself. It is because of complaints against the agency outsourced for it last year that the booklets to some centres reached late.

The Registrar (Evaluation) said that a meeting of the deputy chief superintendents of examination will be conducted before the commencement of examinations to sort out issues if any. “This time the evaluation of answer scripts will start only after the entire process of coding of all answer scripts is completed,” he said.

Mr. Khan maintained that increasing the number of examination centres will only help students as they need not travel much.

Pejawar seer threatens to launch an indefinite fast

The seer of Pejawar Mutt Vishwesha Tirtha has threatened to go on an indefinite fast if activists tried to lay siege to the mutt demanding to stop “pankti bheda” in the mutt.

Addressing presspersons at Udupi on Thursday, he said that some persons at the ‘Udupi Chalo’ programme on Sunday have referred about it.

Now it is the duty of the government to provide security to the mutt, he added.

While addressing the Swabhimani Sangarsha Samavesha or ‘Udupi Chalo’ on Sunday, social activist and Chalo Una organiser Jignesh Mevani gave a deadline of two months for Udupi mutts to stop the practice of pankti bheda.

If it did not stop, the activists would lay siege to the mutt, Mr. Mevani had said.

The seer on Thursday questioned why activists are targeting only Udupi Mutt while pankti bheda is in practice at Dharmasthala, Sringeri and Kukke Subrahmanya temples.

He said that Dalits, Backward Class people and Brahmins were being served food at Udupi Mutt together without any discrimination. But for some traditional Brahmins food is being served separately, he added.

The seer said that Udupi Chalo had been organised to condemn the violence by gau rakshakas (cow protectors). He had already condemned the violence by such rakshakas, he said,a dding that the mutt has been drawn into this controversy unnecessarily.

The seer questioned the link between pankti bedha and violence by gau rakshakas.

The seer alleged that some intellectuals were trying to divide the Hindu community by spreading hateredness between Dalits and Brahmins.

They are also trying to divide Muslims and Brahmins, the seer added.

Karnataka government to present awards to sportpersons

Pramod Madhwaraj, Minister of State for Fisheries, Youth Services and Sports, announced the names of 16 sportspersons for the Ekalavya Awards, two coaches for the Lifetime Achievement Awards, and 10 sportspersons for the Karnataka Kreeda Ratna Awards here on Thursday. These awards would be given to them by Chief Minister Siddaramaiah at a function to be held at Amrutotsava Bhavan at Mysuru on October 7, he said.

Addressing presspersons here on Thursday, Mr. Madhwaraj said that the 16 persons selected for the Ekalayva Awards are: Damini K. Gowda (swimming), Vidya Pillai (billards), Pawan Shetty (body building), Nitin Thimmaiah (hockey), Rajguru S. (kabaddi), Krishna A. Naikodi (cycling), Arvind A. (basket ball), Arpita M. (athletics), Mohammed Rafiq Holi (wrestling), Meghan M. Sajjanar (rifle shooting), Dhriti Tatachar Venugopal (lawn tennis), Anupam D’Costa (volleyball), G.M. Nischita (shuttle badminton), Shawad G.M. (para athletics), Umesh R. Khade (para swimming) and Kanchan Munnolkar (weight lifting).

All these sportspersons would get a cash prize of Rs. 2 lakh, a bronze statue of Ekalavya and a scroll.

Coaches John Christopher Nirmal Kumar (swimming) and Shivananda R. (wrestling) will receive the life time award. They would get a cash prize of Rs. 1.5 lakh, a scroll and a shield.

In order to promote rural and traditional sports, the government is presenting Karnataka Kreeda Ratna awards. Those selected for the awards are: D.N. Rudraswami (yoga), Purnima P. (throwball), Amogh U. Chachadi (Atya-Patya), Ranjit M.P. (ball badminton), Pradeep K.C. (kho-kho), Sumith U.M. (kabaddi), Jeevandhar Ballal and Anand Irvathur (kambala), Anand L. (wrestling), and Moshappa Vittappa Gulbala (gundu ethuvudu).

These sportspersons would get a cash prize of Rs. 1 lakh and a shield.

Veteran cricketer Syed Krimani was the Chairman of Ekalavya and Lifetime Achievement Awards Selection Committee, while Loknath Bolar was Chairman of Karntaka Kreeda Ratna Selection Committee, Mr. Madhwaraj said.

Poojary: Resolve Cauvery row as per Article 262 of Constitution

MANGALURU: Former KPCC president B Janardhan Poojary while lauding the resolute steps taken by CM Siddaramaiah to uphold Karnataka’s interest in the Cauvery water issue, has urged PM Narendra Modi to resolve the issue through Parliament as mandated in Article 262 of the Constitution. The Article pertains to adjudication of disputes relating to waters of inter-state rivers or river valleys, which does not permit SC or any other court to exercise jurisdiction.Poojary said history is replete with instances where former PMs including A B Vajpayee have intervened to resolve such disputes. “PM must show statesman-like approach and not be swayed by narrow political considerations by keeping silent on the issue,” he said hinting at the need for the ruling NDA to bank on support of Tamil Nadu CM J Jayalalithaa to get key legislations passed in the Rajya Sabha due to lack of majority there.Averring that one does not need to look beyond Article 262, a point vehemently asserted by state’s counsel Fali S Nariman during the recent hearing of the case by the apex court, Poojary said it is imperative that the PM acts as per this provision in the Constitution. “The issue has to be debated in Parliament and a solution arrived at,” he said adding the PM cannot cheat people of either states. “The law has to be framed taking opinions of all stakeholders,” he asserted.Opining that the state unit of BJP in general and the PM in particular missed a political trick by standing aloof in this issue, Poojary averred that the party would have swept back to power in Karnataka if the PM had shown the initiative to resolve this vexing inter-state water dispute. “Even the state unit by staying away from the all party meeting chaired by the CM on Wednesday sent out a message of a divided state when need of the hour was for a united voice,” he pointed.

Congress leader brutally murdered in Sullia

MANGALURU: A Congressleader was brutally hacked to death with lethal weapons by unidentified miscreants on broad daylight after he was returning from Juma (Friday prayers) in Ivarnadu village inBellare Police Station limits, on Friday. Bhushan Gulabrao Borase, Superintendent of Police, DK said that reason for attack is not known and search is on to nab the culprits. He said that deceased has been identified as Ismail, 52, resident of Nelyamajalu. He had come to Sullia in connection with some legal issues. The incident occurred when Ismail was returning after offering Juma prayers at a mosque in Ivarnadu. Victim died on spot soon after the gang of miscreants brutally attacked him with lethal weapons. The incident occurred around 1.30pm. His wife Waheed Ismail is also a Congress leader.Borase added that fingerprint experts from Mangaluru and Bengaluru were arrived to the spot and refused to divulge further information. According to sources old rivalry is said to be reason behind the attack. Around two years ago Ismail and his wife were attacked in Gandhi Nagari in Sullia a similar way by unidentified miscreants but they had a lucky escape. A case has been registered at Bellare Police Station and investigation is on.
